There is no such a thing as best vacation dates for visiting Rio de Janeiro, in Brazil. Rio is good all year around. Any date will do. Of course, depending on what you are looking for, some dates are better or worse.
Here are some dates/weeks/weekends/months of the year when the city is crowded with national and international tourists.
Carnival — Every year, some time in February, or early March

Extremely busy four days, from Friday night until late night on Fat Tuesday (Mardi Gras); it is national holiday in Brazil for four and a half days! Most places are full — restaurants, bars, attractions, grocery stores, etc. It is the worst time of the year to visit the landmarks Christ the Redeemer statue and Sugar Loaf. However, it is the most vibrant and exciting time, too.
Around New Year’s Day

Every year, in excess of 2,000,000 people head to Copacabana Beach to witness the 20+ minute fireworks. It is unforgettable. So are unforgettable the lines for the iconic attractions a couple of days earlier and later!
Depending on what weekday December 31st and January 1st fall, Brazilian tourists may extend their stay in the city, turning the days around New Year’s day rather crowded.
It is perfectly feasible to visit Rio on those days. However, the task of visiting the attractions should ideally be left for dates farther away from December 31st and January 1st.

When a national holiday falls on a day closer to Saturday or Sunday, millions of Brazilians escape their home town to travel to other destinations in Brazil. Rio de Janeiro, as usual, is the most sought-after destination. The result is that the city gets crowded almost as it was Carnival. If possible avoid visiting the landmarks on those days.
